- Qualified Eligibility: You are a current or retired employee of Harris County or an immediate family member of a current HCFCU member; and or if you work, worship, reside, or attend school in one of the following zip codes: 77002, 77003, 77004, 77006, 77011, 77020, 77023, & 77026.
- A government-issued driver’s license or valid photo ID* for address & identity verification.
- A minimum $5 deposit to begin your membership account. We recommend at least $100 to begin earning interest in some accounts.
- This can be done by electronic transfer, connecting another financial institution, you’ll need a copy of your most recent bank statement, a VOIDED check, or a deposit note showing your name, address, and account number.
- You can use a debit or credit card to fund your new account with your Member Service Representative.**processing fee associated.
- You can make this deposit using cash or check, in-person, at our branch downtown in the lobby or drive-thru.
- A government-issued driver’s license or valid photo ID* for all persons listed on the account. (with correct mailing address).
- If you do not have the correct mailing address, 2 pieces of supplemental information are needed to verify your address. This must be a utility bill, lease agreement, or another legal document to show proof of mailing address.
- Address verification documents accepted are a current signed lease agreement, utility (gas, electric, water) bill, and or contract agreement for home/mortgage. Please update your license address & return when corrected. Address verification documents might still be requested.
- If you are a Harris County employee, you must provide a copy of your current pay stub verifying employment with Harris County. If you are a retired employee, you can provide retirement income verification documents.
- If you are working in a zip code, you must provide a current pay stub verifying employment, and an additional document showing the employer's address.
- If you worship in a zip code, you must provide a letter from the church, a current newsletter addressed to you, or other official church documentation verifying your membership.
- If you attend school in a zip code, you must provide a copy of your current transcripts including an enrollment verification for the current semester.
Address Concerns
- If the images we receive are unclear or there’s an address that doesn’t match what was entered when you completed the application, we will need to correct that.
- If your address is different than what was entered, we will ask for supplemental information to verify your physical address. Don’t worry though, because you can use a utility bill, your lease agreement, or other legal documents that show proof of your mailing address to take care of this.

- If we try to reach out for additional information or to complete the application process and you aren’t available, that’s fine. We want to help you set up your membership as quickly as possible, so if we miss you, just get back to us as soon as you can so we can finish it up for you.
- If the verification step wasn’t completed, or we need some additional information, our representatives will try to reach out.
- Not providing any verification documentation at all and unable to connect with a representative.
If it has been more than two weeks, new membership applications are removed from the pending system & you must begin again.
If your New Membership application concerns a minor, this will become the Primary Member, & you as the sponsor & the Joint-Applicant on the system. You are required to provide the full name, date of birth, & social security number for all applicants and beneficiaries on your membership. This includes verification type documents required for minor accounts. Minor's accounts typically qualify due to Family Membership, this means if you're not a member yet, or they do not qualify for membership. This must be performed before the Minor's account can be established.
All adult applicants will need to provide verification documents & be contacted to confirm the Membership opening. We will not process joint membership applications without all parties’ verification documents submitted, in-person confirmations, or voice verification confirmed. You can set an advanced appointment with our Member Services department to open this membership in-person, if necessary. If you're performing a digital transaction, please share this external form link with your co-applicant to complete immediately.
To avoid delays in creating your new membership, we recommend you have all required verification documents saved in a folder for easy upload. To make it even more pleasant, we suggest you have the following information handy as well:
- social security numbers
- drivers license number
- date of birth
- mailing address & physical address
- full name
- email address
- mothers maiden name
- phone numbers
The file types we can accept are “jpg,” “png,” or “pdf.” Fortunately, you can snap pictures using your mobile phone or scan the documents with a scanner. To avoid delays and ensure correct information, the images will need to be clear, well lit, & in-focus photos of the following:
- A copy of your driver’s license (government-issued ID card.)
- Two forms of address verification (utility bill, lease, etc.)
- Your most recent Harris County, or retirement, check stub for eligibility verification.
- other documentation is required if your membership eligibility is not by Harris County employment.
